No. Renaming changes only the filename. The image bytes remain HEIC until a decoder reads the source and writes a new JPEG, PNG, WebP, or AVIF file.

Why does the browser fallback take longer for an iPhone photo?

The local decoder must load its format support and transform the source before the browser can display the compatible PNG copy. That work happens on the device.
