Animation, rigging, CAD precision, material extensions, hierarchy, and texture features get dropped when the target format has no room for them.
Transforming a mesh does not repair nonmanifold geometry, bad normals, missing UVs, or a broken source file.

Which format is best for the web?

GLB or glTF. It packs geometry, materials, and textures efficiently and loads well in browsers.

Why did the model change size?

Formats disagree about units, and some omit them entirely. Check the dimensions and set the scale on purpose.
